The Independent Directorate of Local Governance (IDLG) was established through a presidential decree on 30th August 2007 that has been mandated to improve governance in order to achieve stability, security and development. IDGL with support from international and national organizations and donor communities will take firm steps for collective actions. In this context, IDLG initiated three main programs of interventions for sub-governance; 1) Policy Development Program; 2) Institutional Development Program; and 3) Broader Governance Program - Local Governance Program for Afghanistan.
Support to Municipality under the Institution Development Program is one the main activities of the Independent Directorate of Local Governance which is aimed at defining the policy governing municipal revenue generation and management to ensure that the rules governing municipalities provide appropriate support for the implementation of national development policies in urban and rural areas. This unit will set up policy related to municipal administration and for ensuring its effective implementation. The essential aspects of policy and legislation governing municipalities will be included in the sub-national governance policy framework as well as the sub-national governance and municipal governance laws.
